Using the following steps, you can insert an image into a Google Doc.
  1. Using Safari go to http://drive.google.com and log in
  2. In the upper left corner tap the three little lines and select "Desktop Version"
  3. Create a new doc or open an existing doc
  4. At the bottom of the screen top Desktop and then Continue to Desktop version
  5. You now should have access to the full interface and can add images
